Route 9A Mobility and Safety Enhancements Study

The New York State Department of Transportation (NYSDOT) is conducting a comprehensive study on mobility and safety enhancements to upgrade pedestrian and bicycle safety along Route 9A, also known as the West Side Highway. The study limits are from Battery Place to 59th Street in Manhattan, NY. This study will be open and inclusive — actively engaging local communities and stakeholders to ensure it reflects the diverse needs and priorities of all who travel this route.

About the Study

The Route 9A Mobility and Safety Enhancements Study aims to address the complex needs of this five-mile corridor, which is used by a mix of drivers, cyclists, and pedestrians. With safety and mobility as top priorities, the study will evaluate transportation strategies to improve conditions for all users, particularly vulnerable road users such as pedestrians and cyclists.

The study will also consider the environmental, cultural, and community contexts to ensure that any proposed solutions are sensitive to the needs of the neighborhoods along the corridor. By actively involving local stakeholders, advocacy groups, subject matter experts, and the public, the study aims to develop transportation concepts that reflect the community’s priorities and enhance safety and mobility for everyone.

Study Schedule 

Having begun in September 2024, the Route 9A Mobility and Safety Enhancements Study will be conducted over approximately 18 months. Outreach and engagement with the community will be integrated from the very start, ensuring that the study reflects the needs and vision of those who live and work along the corridor. This community-driven approach will shape the development of transportation concepts and final recommendations.

Corridor’s History 

NYSDOT is reassessing the Route 9A corridor to evaluate how it has evolved since its opening 25 years ago. The purpose of this study is to revisit the original design of the corridor and assess its current operational needs and trends. Also known as West Side Highway, Route 9A is a vital transportation corridor along Manhattan’s western edge, serving vehicles, bicycles, scooters, and pedestrians. NYSDOT is conducting this study to explore potential safety and mobility enhancements along the five-mile stretch from Battery Place to 59th Street. Through meaningful public and stakeholder involvement, the study aims to address the needs of the community while ensuring that all modes of transportation are accommodated safely and efficiently. This project is designed to be open, inclusive, and focus on fostering safe mobility for everyone using the corridor.
